Background
The Texas Juvenile Justice Department (TJJD) is issuing this Request for Proposal (RFP) to solicit vendors for electronic monitoring (EM) of youth who are on parole. The goal of this contract is to enhance the tracking and supervision of juvenile offenders through the provision of advanced GPS monitoring devices and associated services.
TJJD currently has a contract with Satellite Tracking of People, utilizing Bluetag one-piece units, and seeks to expand or replace these services.
Work Details
Respondents shall provide one-piece GPS monitoring devices equipped with cellular data services and/or Wi-Fi services. The devices must allow for enrollee tracking, enabling supervising agents to communicate with enrollees through audible tones or vibrations. Additionally, the devices must detect and record tampering incidents.
Respondents should specify the device's capability to transmit location data in areas where GPS signals are obstructed and indicate any optional or auxiliary equipment required for this functionality. Installation and deinstallation will be performed by TJJD staff. The devices must meet the following specifications:
1. Use cellular service and/or Wi-Fi service.
2. Feature a cut-resistant strap that allows for quick installation.
3. Have a battery life exceeding 72 hours on a single charge.
4. Support wireless charging options.
5. Provide a user-friendly internet-based monitoring application/dashboard that manages enrollee information, including name, photo, contact details, physical characteristics, and vehicle information.
6. Include predefined zoning capabilities for exclusion zones (e.g., parks, schools).
7. Support continuous real-time location monitoring with indoor tracking capabilities.
8. Maintain an average daily billable unit stock across eleven TJJD locations.
Period of Performance
The initial term of the contract will commence on March 01, 2026, and conclude on February 28, 2029, with two optional one-year renewal periods available.
Place of Performance
The services will be provided throughout the state of Texas at various TJJD locations including State Schools, Halfway Houses, and Parole offices.
Bidder Requirements
Respondents must have Texas Risk and Authorization Management Program (TX-Ramp) certification at Level II included in their proposal. They should also demonstrate financial stability with at least five years of experience in providing electronic monitoring systems for offenders. If subcontractors are used, they must meet the same qualifications as the primary respondent.
