Background
El Paso County, Texas is soliciting Competitive Sealed Proposals (CSP) for the construction of a new Parks Administration Building as part of the 2024 Voter-Approved General Obligation Bond Program. The project aims to enhance public services and support the operational needs of the El Paso County Parks Administration.

Work Details
The project involves constructing a single-story, approximately 8,000-square-foot administrative building located at 301 Manny Martinez Drive, El Paso, Texas. The facility will include private offices, open workspaces, storage areas, break rooms, restrooms, a shared lobby/reception area, and a large multi-purpose room for staff training and community events.

The scope of work includes:
- Construction in compliance with local, state, and federal codes;
- Installation and connection of necessary utilities;
- Site improvements including parking facilities meeting operational and ADA requirements;
- Site lighting;
- Landscaping and irrigation systems.

The estimated budget for the project is between $3,000,000 to $4,250,000 with an expected completion timeline of twelve months from the Notice to Proceed.

Bidder Requirements
Contractors must be licensed to operate in Texas and registered with the Texas Secretary of State if organized as a corporation or LLC. They should have a minimum of five years in commercial or municipal construction experience and have completed at least three comparable public-sector projects within the past five years.

Key personnel must have relevant experience and remain assigned throughout the project duration. A bid bond is required upon submission along with performance and payment bonds (100% of contract value) upon award. Insurance coverage must include general liability, workers’ compensation, employer’s liability, automobile liability, and builder’s risk if required.
