Background
Humble Independent School District (Humble ISD) is a Texas public school district serving approximately 48,000 students across forty-seven campuses from Kindergarten through 12th grade. The District is issuing this Request for Proposal (RFP) to establish a pool of qualified educational service consultants to support various aspects of its educational programs and administrative operations. This initiative aims to meet current needs, anticipate future growth, and enhance learning and teaching through new services and products.

Work Details
The selected vendors will provide Educational and Consulting Services that may include, but are not limited to:

- Arts and athletics program enhancement
- Assessment and data analysis for student performance improvement
- Band Consultants
- Career and technical education program development
- Choreographers
- Classroom Presenters
- Community engagement strategies
- Curriculum development across all grade levels
- English language learner (ELL) program support
- Event Planning and Services
- Financial advisory services
- Gifted and talented education consulting
- Grant writing consultation
- Human resources management
- Leadership coaching
- Professional development for staff
- Strategic planning and program evaluation.

Specific services may require individualized bids/proposals. Excluded services include Fundraiser Vendors, Photography Vendors, Equipment Rental Vendors among others.

Period of Performance
The contract will be effective from the award date through August 11, 2028. The last date to respond for consideration under this RFP is April 11, 2028.

Place of Performance
Services will be performed at various locations within the Humble Independent School District in Texas.

Bidder Requirements
Vendors must comply with specific requirements including providing a Certificate of Insurance meeting minimum coverage limits. They must conduct criminal background checks on employees who will have contact with students. Additionally, vendors must not be on any debarment lists or have felony convictions as defined by Texas law. Vendors are encouraged to submit their proposals immediately to be considered for the approved vendor list.
