Early Head Start Child Care Partnerships

Background
The Harris County Department of Education (HCDE) is issuing a Request for Proposals (RFP) for Early Head Start Child Care Partnerships. The goal of this contract is to enhance early childhood education services through partnerships with child care providers, thereby supporting the mission of HCDE to improve educational outcomes for children in Harris County.

Work Details
The selected vendor will be responsible for providing comprehensive early childhood education services as part of the Early Head Start program. This includes but is not limited to:

1) Developing and implementing educational curricula tailored to the needs of infants and toddlers;

2) Providing training and support to child care staff;

3) Ensuring compliance with federal and state regulations regarding early childhood education;

4) Engaging families in the educational process;

5) Conducting assessments to monitor children's development and progress.

Vendors must submit a completed Early Head Start Child Care Partnership Application along with their proposals.

Period of Performance
The contract will commence upon award, anticipated on May 20, 2026, and will continue for a period determined by HCDE, subject to funding availability.

Place of Performance
Services will be performed within Harris County, Texas.

Bidder Requirements
Bidders must comply with specific certifications including:

1) Certification regarding terrorist organizations;

2) Certification regarding boycotting Israel;

3) Certification regarding contracting information;

4) Certification prohibiting discrimination against firearm industries;

5) Submission of a Certificate of Interested Parties (Form HB 1295);

6) Proof of child care licensing and insurance.

Vendors must also acknowledge that they are not debarred or suspended from federal contracts.
