Drilling Horizontal Access Borehole

Background
The Edwards Aquifer Authority (EAA), located in San Antonio, Texas, is soliciting bids for drilling a horizontal access borehole at their Field Research Park site. This project aims to provide long-term access for subsurface water content monitoring using a neutron probe as part of a broader infiltration study. The EAA is a political subdivision of the State of Texas, tasked with managing and protecting the Edwards Aquifer.

Work Details
The contractor will drill a horizontal borehole at the EAA’s Field Research Park located at 23844 Cibolo Vista, San Antonio, Texas 78261. The borehole will be between 200 and 400 feet in length and must maintain a minimum depth of six feet along its trajectory. It should allow passage for the downhole probe component of a 503 ELITE Hydroprobe system through internal casing.

The borehole construction must accommodate dry drilling methods initially, with the use of drilling fluids permitted only upon consultation with EAA staff. The final casing material and installation methods must be approved by EAA prior to installation. The annular space surrounding the casing shall not be backfilled to maximize the effective sensing radius of the neutron probe. The contractor is also required to coordinate closely with EAA technical staff throughout the drilling operation.

Period of Performance
The contract period will commence upon receipt of a written notice to proceed from the EAA’s General Manager and is expected to be completed by July 8, 2025.

Bidder Requirements
Bidders must submit a Project Subcontracting Plan and an Insurance Requirement Affidavit along with their bids. They are encouraged to seek joint ventures or subcontracting opportunities with minority and women-owned businesses (M/WBEs). Bidders must also demonstrate compliance with all applicable laws and regulations.
