Background
The City of Lubbock is soliciting proposals for a DOT/FTA Drug & Alcohol Testing Program for Citibus. This program aims to ensure compliance with federal regulations regarding drug and alcohol testing for public transportation employees, thereby enhancing safety and accountability within the transit system.

Work Details
The contractor will provide comprehensive drug and alcohol testing services in accordance with the Department of Transportation (DOT) and Federal Transit Administration (FTA) regulations. This includes:

1. Conducting pre-employment, random, reasonable suspicion, post-accident, return-to-duty, and follow-up drug and alcohol tests.
2. Maintaining a chain of custody for all samples collected.
3. Providing training for supervisors on recognizing signs of substance abuse.
4. Reporting test results to the appropriate authorities in a timely manner.
5. Ensuring confidentiality and compliance with all applicable laws regarding employee privacy.

Period of Performance
The contract will be performed over a period of one year from the date of award, with options for renewal based on performance and funding availability.
