Description

The County of El Paso is requesting proposals for RFP 25-026 Digital Message Board Sign(s) and Billboard(s) for El Paso County, Texas All proposals must to be received by the indicated Close Date and Time. Proposals may be submitted online through the e-Bid platform Ion Wave or delivered to the County of El Paso Purchasing Department. RFP Notice, specifications, related documents and additional information are provided on Ion Wave. Questions must be submitted through the online platform Ion Wave or sent to: bidquestions@epcounty.com by the Question Cutoff Date & Time. RFP number and title must be on the Subject Line of the e-mail. All questions and their responses will be posted on Ion Wave and will be available for download by respondents after the deadline for questions. Any change in the RFP will also be posted on the Ion Wave e-Bid website as an addendum. It shall be the respondent's responsibility to check the e-bid system prior to the opening date to verify whether any addendums have been posted.
Background
The County of El Paso, Texas is seeking proposals for the development, construction, operation, and maintenance of digital message board signs and billboards. This initiative aims to modernize the County's signage, promote community events, enhance the urban landscape, and stimulate economic investment by attracting local businesses.

The project is part of the County's plan for fiscal sustainability.

Work Details
The selected firm will be responsible for:
- Developing, constructing, operating, and maintaining digital outdoor and indoor advertising message board signs on County-owned properties along state highways and major arterial streets.
- Ensuring compliance with all applicable federal, state, and local regulations.
- Providing direct revenue to the County while promoting County-sponsored events and disseminating public safety messages at no cost.
- Implementing a protocol for real-time posting of emergency communications during declared emergencies.
- Allowing the County to display its messages on each digital display for at least 10% of total display time.

Proposals must include site identification, number of signs, design criteria, and specifications such as remote diagnostic capabilities and compliance with regulatory laws.

Period of Performance
The contract term will be a minimum of 10 years with options for extensions based on market adjustments.

Place of Performance
The work will be performed on various County-owned properties located along state highways and major traffic corridors in El Paso County, Texas.

Bidder Requirements
Bidders must demonstrate at least 10 years of experience in similar projects and provide evidence of their qualifications through a statement detailing past projects. They must also submit required documentation including a Code of Ethics Training Document, Conflict of Interest Form, Health Insurance Benefits Questionnaire, Safety Questionnaire Documents, W9 form, and references.
