DFPS Parent Empowerment and Engagement Training (PEET)

Background
The State of Texas, through the Texas Health and Human Services Commission (HHSC) on behalf of the Texas Department of Family and Protective Services (DFPS), is seeking a qualified contractor to provide Parent Empowerment and Engagement Training (PEET) services. This initiative aims to support the Child Protective Services (CPS) program in Texas Region 3 by offering training to parents and caregivers involved in the child welfare system, enhancing their emotional and financial support capabilities for their children.

Work Details
The contractor will provide a series of classes aimed at parents and caregivers with children involved in the CPS program. The training will cater to both pre-removal and post-removal cases, ensuring that both resident and non-resident parents are accommodated. The services include:

- Course Development Services for instructional training
- Partnering Workshop Facilitation Services
- Training on Child Abuse: Identification, Treatment, and Prevention, including Sexual Abuse
- Counseling Services
- Home Management and Homemaker Services
- Parenting Intervention Services
- Training and Instruction Services for clients (not staff)
- Training for Non-State Employees.

Period of Performance
The initial term of the contract will be five (5) years, with an option for one additional year if needed. The anticipated contract start date is September 2025.

Place of Performance
The services will be performed in Texas Region 3.

Bidder Requirements
Respondents must execute Exhibit A, HHS Solicitation Affirmations, Version 2.6. They must also be authorized to conduct business in Texas, providing a Certificate of Fact from the Texas Secretary of State. Additionally, they must comply with HUB Subcontracting Plan requirements if applicable.
