Decatur Readiness Center Roof Replacement RFP

Background
The Texas Military Department (TMD) is seeking competitive sealed proposals from General Contractors for the replacement of the roof at the Decatur Readiness Center located in Decatur, Texas. This project is governed by TGC 2269 and 437.054, aiming to ensure the facility's readiness through necessary infrastructure improvements. The estimated budget for this project is $1,250,000.00, with additional proposal options estimated at $175,000.00.

Work Details
The work includes the removal and replacement of the existing roof system down to the supporting structural members. Only areas with a gypsum deck will have the deck replaced; existing concrete decks will remain as-is. The contractor must provide all materials, equipment, labor, coordination, and supervisory activities necessary to complete construction as outlined in the project specifications and drawings prepared by Jacobs Engineering Group, Inc.

Period of Performance
Construction is expected to commence upon issuance of a Notice to Proceed within 90 days of contract award. The approximate completion date is set for March 2027.

Place of Performance
The contract will be performed at the Decatur Readiness Center located at 2400 N. Trinity Street, Decatur, Texas 76234.

Bidder Requirements
General Contractors must attend one of two mandatory site visits on February 18, 2026. Additionally, contractors are required to submit a VetHUB Subcontracting Plan (HSP) as part of their proposal and are encouraged to utilize small businesses owned by service-disabled veterans. A bid bond of not less than 5% of the proposal base amount must be submitted with the proposal.
