Description

Deaf and Hard of Hearing Mentor with Language Assessment Services

Background
The Texas School for the Deaf (TSD) is seeking proposals from individual contractors to provide Deaf Mentor services. These services include guidance, support, and instruction in visual communication skills to families and their children who are deaf or hard of hearing from birth to the age of five.
This initiative is part of TSD's Statewide Outreach Center’s Deaf Mentor Program aimed at connecting families with the Deaf community and culture.

Work Details
The contractor will provide the following services:
- Conduct home visits or tele-intervention visits to offer instruction and support to assigned families.
- Provide ASL instruction and information about Deaf culture.
- Collaborate with professionals providing services to families.
- Maintain documentation and communication as per agency policies.
- Attend training for language assessments.
- Participate in outreach activities.
- Prepare materials using the SKI HI Deaf Mentor Curriculum.
- Document visit notes using the Formstack system.
- Submit monthly invoices for hours worked.

The contractor must also ensure adherence to best practices as defined by relevant authorities.

Period of Performance
The contract will commence on September 1, 2025, and will expire on August 31, 2026. There are options for two additional one-year renewals, subject to mutual agreement.

Place of Performance
Services will be performed primarily in Texas, specifically targeting families served by TSD's outreach program.

Bidder Requirements
Respondents must have a minimum of three years of professional experience working with deaf or hard of hearing children. They must be Deaf or Hard of Hearing themselves, bilingual in ASL and English, and certified as a Deaf Mentor through the SKI-HI Institute (or obtain certification within the contract year).
They must also be authorized to work in the U.S., maintain good financial standing, and comply with all relevant laws and regulations.
