Background
The City of Dallas is seeking proposals to establish a three-year Indefinite Delivery/Indefinite Quantity (ID/IQ) service price agreement for qualified vendors to provide network hardware, software, and professional services. This initiative supports the buildout of a new data center located in north Plano and an additional footprint in downtown Dallas. The goal is to create a robust core and edge network infrastructure that will serve as the foundation for the City’s data center operations, ensuring connectivity, performance, and security for municipal applications.
Work Details
The contract encompasses the procurement of network equipment, software licensing, and professional services necessary for installation, configuration, cabling, testing, documentation, and support. Key components include:
- Redundant high-performance firewalls with 100 Gbps throughput.
- Core/DMZ firewall and switching architecture supporting VLAN segmentation.
- Edge network for Internet and cloud connectivity.
- Layer 2/3 switching for compute and storage integration.
- Wireless controller modernization for Wi-Fi 6E/7 readiness.
- Optional pricing for Cisco DNA Center and NetBrain tools.
The selected vendor will be responsible for deploying all new equipment including firewalls, switches, wireless controllers, load balancers, and data center fabric components. All systems must integrate seamlessly with existing infrastructure without requiring redesign or modification of legacy systems. The project focuses on deploying new infrastructure at the north Plano and downtown Dallas facilities only. Vendors must propose a complete data center fabric architecture including all required licensing and subscriptions.
Period of Performance
The contract will be executed upon Council approval with a performance period of three years.

The work will be performed at the new data center buildout located in north Plano and an additional footprint in downtown Dallas.
Bidder Requirements
Proposers must demonstrate established experience in providing network hardware, software, and professional services. They must also comply with the City of Dallas Technical Risk Assessment (TRA) and obtain Enterprise Architecture Review Board (EARB) approval prior to production deployment. Additionally, vendors are required to maintain insurance as described in Attachment B of the solicitation documents.
