Description
Background
The Workforce Solutions Alamo (WSA) Board serves as the governing board for the regional workforce system, aiming to strengthen the Alamo Regional economy by connecting talent to employers. WSA is seeking proposals for a comprehensive managed detection and response (MDR) service to enhance its cybersecurity posture. This includes on-premises infrastructure, private cloud infrastructure, and a Microsoft 365 environment. The goal is to proactively monitor and respond to security vulnerabilities and incidents.
Work Details
The selected SOC provider must deliver a flexible solution capable of monitoring hybrid environments, including on-premises, private cloud, and SaaS/cloud-based systems. Key services include:
1) Implementation Plan(s);
2) Onboarding & Integration Plan(s);
3) Incident Response Playbook(s);
4) Monthly Security Operations Report(s);
5) Quarterly Executive Summary;
6) Vulnerability Assessment Report(s);
7) Annual Program Review(s).
The SOC solution must provide centralized monitoring, threat detection, incident response capabilities, compliance support, and reporting. Specific requirements include:
- 24x7x365 real-time monitoring of various systems (Windows/Linux servers, network equipment, firewalls);
- AI/ML-based threat detection;
- Defined incident response procedures;
- Continuous vulnerability scanning with monthly reporting;
- Audit support documentation.
Period of Performance
The anticipated contract term is from August 19, 2026, through August 18, 2027, with three one-year renewal options available.
Place of Performance
Services will be performed in the geographic area served by Workforce Solutions Alamo across its operational regions in Texas.
Bidder Requirements
Offerors must have at least five years of experience providing comprehensive cybersecurity solutions and demonstrate experience with agencies funded by federal or state funds. Compliance with the Texas Risk and Authorization Management Program (TX-RAMP) is required. Additionally, proof of insurance covering general liability ($500k each occurrence), professional liability (errors and omissions), motor vehicle liability ($100k per occurrence), and workers' compensation must be provided prior to contract commencement.
