The American Medical Association (AMA)is the industry source of record for the Current Procedural Terminology (CPT)code set. The CPT codes form the basis for Vocational Rehabilitation (VR)medical purchases on behalf of customers and are essential for compliance with 40TAC 856.57.

AMA CPT and use or reprinting of CPT inany product or publication requires a license. Any individual or entity using CPTcontent needs permission or a license (i.e., an end-user agreement, end userlicense agreement, or other written agreement authorizing use of CPT codes fromthe AMA or an authorized distributor).


Background
The Texas Workforce Commission (TWC) is seeking bids for the Current Procedural Terminology (CPT) Data File License. The American Medical Association (AMA) is the industry source of record for the CPT code set, which is essential for compliance with 40 TAC § 856.57. This code set forms the basis for Vocational Rehabilitation (VR) medical purchases on behalf of customers. The procurement process will be administered by Procurement and HUB Services (PHS), a division of Procurement and Contract Services (PCS), within TWC’s Business Operations division.

Work Details
The Successful Bidder must provide an annual CPT Data File License for TWC’s use in the ReHabWorks application, estimated for 1,787 users, with potential increases or decreases in future years. The license is required for any individual or entity using CPT content, necessitating permission or a license from AMA or an authorized distributor. Bids must conform exactly to specified requirements, including proposing only the brand names and model numbers specified.

Period of Performance
The contract term will commence upon execution and will last for one year. TWC has the option to renew for four additional one-year terms. The anticipated contract start date is September 1, 2025.

Place of Performance
The services will be performed in Texas as part of TWC's operations.

Bidder Requirements
Bidders must comply with Texas Government Code § 2157.006(a)(2). They are required to submit a HUB Subcontracting Plan only if subcontracting opportunities are probable; however, this has been determined not to be the case for this solicitation. Additionally, bidders must be registered in the Texas franchise tax system prior to contract award.
