CSP - Construction of Fire Marshal Training Facility for the Office of the County Engineer (Estimated Budget $2, 973, 386)

Background
The City of Charlotte, North Carolina, is issuing a Request for Proposals (RFP # 269.2026.133) for Concrete and Asphalt Maintenance. The objective of this RFP is to solicit proposals that will enable the City to determine which company can best meet its needs for the services detailed in the scope of work.

The Facilities Operations Division of the General Services Department is responsible for maintaining approximately 180 buildings, including offices, fire houses, police division offices, and cultural facilities.

Work Details
The contractor will provide various services including: professional consultation and analysis of project sites; identifying requirements to mitigate workflow disruptions; providing all labor, materials, equipment, and supervision to remove and replace concrete sidewalks, curb and gutter; asphalt paving maintenance and repair.

Specific tasks include:
- Furnishing consultation to determine types and extent of repairs.
- Reviewing data with the City to clarify requirements.
- Providing concrete that meets NCDOT specifications with a minimum strength of 3600 PSI at 28 days.
- Conducting independent testing for concrete quality.
- Performing asphalt maintenance including excavation, repairing potholes, resurfacing, and applying sealcoating as needed. All work must comply with local ordinances regarding stormwater management.

Period of Performance
The contract period will commence upon award and will continue as needed based on task orders issued by the City. Specific timelines for individual projects will be defined in each task order.

Place of Performance
Services will be performed at various locations throughout the City of Charlotte as specified in individual task orders.

Bidder Requirements
Bidders must possess a valid NC General Contractors License and be registered with the NC Secretary of State at the time their bid is submitted. Companies must also comply with the Charlotte Business INClusion (CBI) Policy aimed at enhancing participation from Minority-owned, Women-owned, and Small Business Enterprises (MWSBEs).
