proposals to provide court reporting for hearings at the State Office of Administrative

Hearings (SOAH), depositions throughout the state, and other services for legal procedures

Background
The Texas Education Agency (TEA) is the state agency responsible for overseeing primary and secondary public education in Texas. TEA’s mission is to improve outcomes for all public-school students in the state by providing leadership, guidance, and support to school systems.

This solicitation seeks proposals from qualified court reporting firms to provide court reporting services for hearings at the State Office of Administrative Hearings (SOAH), depositions throughout the state, and other legal procedures. The procurement supports TEA’s strategic plan by providing necessary services related to educator misconduct.

Work Details
The awarded contractor will provide court reporting services throughout Texas, primarily for contested proceedings before SOAH, as well as for the State Board of Education (SBOE), State Board for Educator Certification (SBEC), and other proceedings requested by TEA. Services will be provided on an as-needed basis with no guaranteed minimum or maximums.

Specific requirements include:
1) Reporters must arrive 20 minutes prior to proceedings;
2) All necessary equipment and supplies must be provided by the reporter;
3) Transcripts must be delivered within two weeks of a proceeding;
4) Corrections to transcripts must be made free of charge within seven days;
5) Invoices must be submitted monthly;
6) Reporters must retain stenographic notes and recordings for four years.

Period of Performance
The contract term is for a total of four state fiscal years commencing from contract execution or an agreed-upon contract start date.

Place of Performance
Services will be performed throughout the state of Texas.

Bidder Requirements
Contractors must submit a HUB Subcontracting Plan (HSP) as subcontracting opportunities are probable. The HUB subcontracting goal for this procurement is 26.0% participation from minority-owned, woman-owned, and/or service-disabled veteran-owned businesses.

Contractors must also complete a Conflict of Interest Analysis Form and disclose any existing or potential conflicts of interest.
