Corepoint and Rhapsody Software Subscription

Background
The Texas Health and Human Services Commission (HHSC) is an agency within the Texas Health and Human Services (HHS) system, created to oversee and coordinate the planning and delivery of health and human services in Texas. The Procurement and Contracting Services (PCS) division of HHSC administers Invitations for Bids (IFBs) for HHS. HHSC PCS is seeking competitive bids to establish contracts for Corepoint and Rhapsody software subscriptions, which are essential for data analytics in the Medicaid & CHIP Services Health Information Exchange Connectivity Project.

Work Details
The required services include a subscription to Corepoint and Rhapsody software. This software will be utilized for evaluating and integrating hospital admission and clinical records of Medicaid clients. The software will parse incoming electronic medical record data into the Observational Medical Outcomes Partnership (OMOP) clinical repository located within HHSC’s Azure instance.

The data will be formatted as Clinical Document Architecture (CDA) XML-based electronic records containing Medicaid patient data such as demographics, encounters, providers, problem lists, procedures, and documentation. Services will be provided remotely with a performance schedule from Monday to Friday between 8 a.m. and 5 p.m. Central Time. Emergency services must be responded to within one hour.

Period of Performance
The contract will begin on September 5, 2025, and expire on September 4, 2026. There are options for two one-year renewals: Renewal 1 from September 5, 2026, to September 4, 2027; Renewal 2 from September 5, 2027, to September 4, 2028.

Place of Performance
Services will be performed remotely; however, HHS reserves the right to change service locations with a written notice.

Bidder Requirements
Bidders are encouraged to submit a HUB Subcontracting Plan if subcontracting opportunities are identified. The pricing must be firm and fixed for the life of the contract as outlined in Exhibit C - Pricing Sheet. Bidders must comply with all federal, state, and local laws applicable to their performance under this contract.
