The City of Lubbock is a home-rule municipality located in Texas, serving approximately 350,000 residents with around 2,600 full-time employees. The purpose of this Request for Proposal (RFP) is to solicit proposals from qualified insurance brokerage firms to provide comprehensive insurance brokerage and risk management services. The selected broker will act as a strategic advisor and intermediary between the City and insurance carriers, assisting in the management of the City’s insured and self-funded programs.
Work Details
The contractor will provide consulting and broker services for various insurance needs including:
1. Representing the City in negotiations with insurance providers regarding premiums, plan designs, and contracts.
2. Preparing applications and supporting documents for soliciting proposals/quotes for all insurance contracts.
3. Analyzing proposals/quotes based on cost, claim payment procedures, customer service, carrier reputation, and other features.
4. Recommending economical programs based on premiums to transfer risk relative to retained risk.
5. Providing due diligence marketing reports for each line of coverage marketed.
6. Ensuring contracts from insurance providers are executed promptly upon payment of premiums by the City.
7. Conducting biannual claim reviews with Executive Management to identify potential loss control measures.
8. Current anticipated renewals include municipal package excess liability, property insurance, workers' compensation excess, cyber liability insurance, among others.
Period of Performance
The contract will be effective for one year with an option for four one-year extensions. Coverage is intended to begin on April 1, 2027.

Services will be performed at the City of Lubbock's facilities located in Lubbock, Texas.
