Construction of Traffic Signal Houston School Road and West Wintergreen Road

Background
The City of Lancaster Public Works Department is seeking bids for the construction of a traffic signal at the intersection of Houston School Road and West Wintergreen Road. This project aims to enhance traffic management and safety at this critical intersection.

Work Details
The project consists of furnishing all labor, materials, tools, equipment, and services required for the construction of a fully operational traffic signal. The work includes:
- Traffic signal poles and mast arms
- Drilled shafts
- Signal heads
- Pedestrian push buttons and signals
- Controller cabinet
- Conduit and wiring
- Curb ramps
- Pavement markings
- Signage
- All associated civil, electrical, and restoration work as shown in the contract documents (final construction drawings and bid items).

The contractor is responsible for producing traffic control plans for all reconstruction work activities, obtaining all necessary permits, providing evidence of insurance (general liability, worker’s compensation, automobile liability), and conducting material testing as per City standards.

Period of Performance
The project is expected to commence upon award of the contract, with substantial completion required within 210 calendar days after issuance of the Notice to Proceed.

Place of Performance
The construction will take place at the intersection of Houston School Road and West Wintergreen Road in Lancaster, Texas.

Bidder Requirements
Bidders must have a minimum of five (5) years of experience with successful Traffic Signal Installation/Construction projects for local or state government entities. They must demonstrate experience on at least three (3) traffic signal projects of similar size and complexity within the last five years, with a minimum project value exceeding $1,000,000. Bidders must also provide a maintenance bond to the City for two (2) years from final acceptance.
