Construction Manager At Risk Services RFQ

Background
Houston First Corporation (HFC) is a local government corporation created by the City of Houston to facilitate economic growth through the promotion of the greater Houston area and the business of conventions, meetings, tourism, and the arts.

HFC operates several venues including the George R. Brown Convention Center (GRB) and seeks to enhance its destination appeal through various projects. This RFQ is issued for selecting a construction manager-at-risk (CMAR) for multiple projects aimed at expanding and improving facilities in the convention district.

Work Details
The selected CMAR will provide pre-construction and construction-phase services for the following projects:

(a) South Building Project: a new multi-use, multi-level convention center building approximately 800,000 square feet with associated loading docks, ballrooms, conference rooms, display halls, retail spaces, parking structures, and plazas;

(b) Avenida Realignment Project: improvements to realign and extend Avenida de las Americas with enhancements to lighting, landscaping, and traffic control;

(c) GRB Transformation Project: reconstruction of the existing GRB;

(d) Enabling works: construction or realignment of parking facilities/lots, elevated ramps, and utilities coordination with TxDOT.

The CMAR will also be responsible for estimating costs, scheduling, constructability reviews, early procurement of long-lead items, preparing a Guaranteed Maximum Price (GMP), soliciting bids from subcontractors, and managing safety and compliance during construction.

Period of Performance
Construction on the South Building Project is expected to commence on or about May 1, 2025 and be completed within three years.

Place of Performance
The projects will be performed at the George R. Brown Convention Center and surrounding areas in Houston, Texas.
