Construction Manager At Risk For Pharr Events Center

The City of Pharr is seeking Statements of Qualifications from qualified firms to provide Construction Manager at Risk services for the Pharr Events Center. This contract involves professional project and/or construction management services for a variety of public infrastructure projects, including but not limited to roads, bridges, water, sanitary sewer, storm sewer, and buildings. The work specifically pertains to the Pharr Events Center project, identified as Project No. 2425-01-528-S29-519. The City of Pharr, under the direction of Dr. Jonathan B. Flores, City Manager, is the requesting entity for this solicitation. The City periodically requires these services to support the development and management of its public infrastructure projects. Firms responding to this solicitation must submit their Statements of Qualifications electronically via the City's e-bidding portal at https://pharr.procureware.com. Hard copy, original, or late submittals will not be accepted. The deadline for electronic submission is Thursday, July 31, 2025, at 3:00 p.m. (CST). At that time, submissions will be unlocked in a public meeting at City Hall, 1st Floor Medium Conference Room, and the names of the responding companies will be announced. The proposal opening will also be accessible via Microsoft Teams (Meeting ID: 213 605 524 286 6; Password: n48wa9Ir). To participate, interested firms must first register in the City's bidding portal, where solicitation documents are available. Documents will not be mailed, emailed, or provided in person. Registered users will be added to the solicitation distribution list to receive updates and addenda. All questions regarding the solicitation must be posted on the bidding portal under the Clarifications tab for the relevant project number. The deadline for submitting questions is Tuesday, July 22, 2025, at 5:00 p.m. The City of Pharr reserves the right to negotiate with any and all firms that submit proposals, in accordance with the Texas Professional Services Procurement Act (Texas Government Code Section 2254.004) and Texas Local Government Code Section 271.118.
