Background
The City of Abilene is seeking to modernize its public safety dispatch operations by acquiring and implementing a Computer Aided Dispatch (CAD) system. This initiative aims to replace the aging Spillman Flex platform, which currently faces challenges such as technical debt, limited analytics capabilities, and outdated infrastructure. The new system will support various municipal agencies including Police, Fire, Emergency Medical Services (EMS), and Animal Control. Work Details
The selected vendor will provide a comprehensive CAD system that includes:
- Cloud-hosted platform licensing and deployment services.
- Data migration from the existing Spillman Flex CAD platform.
- Integration with existing public safety systems such as ProQA, Zetron station alerting, ESO for EMS reporting, Microsoft 365, and Azure Active Directory.
- Role-based training for users across different departments.
- Post-implementation support including documentation and ongoing assistance.
Functional requirements include:
- Real-time incident management with visual status indicators.
- GIS-based mapping and routing capabilities integrated with Esri ArcGIS.
- Mobile access for field personnel with offline operation capabilities.
- Comprehensive Records Management System (RMS) integration for case management.
- Compliance with relevant laws and standards including CJIS and HIPAA.
Period of Performance
The contract work is expected to commence immediately following the award of the final contract and Purchase Order. Completion is targeted by September 30, 2027.

The performance will take place in Abilene, Texas, specifically at City Hall or designated locations for training and implementation activities.
