Background
The City of Georgetown is seeking proposals from qualified vendors to conduct a comprehensive field audit for Commercial Energy Services within its electric service territory. The goal of this contract is to verify commercial locations and identify opportunities for energy efficiency improvements in energy usage. Georgetown, a Home Rule Charter City, has experienced significant population growth and aims to implement an energy audit program to support its conservation efforts.
Work Details
The selected vendor will perform the following tasks as part of the Commercial Energy Audit Services:
1. Conduct site visits to inspect building energy systems.
2. Analyze energy consumption data to identify trends and opportunities for savings.
3. Evaluate HVAC, lighting, and electrical systems.
4. Identify energy efficiency measures that can be implemented to reduce consumption and costs.
5. Provide a completed energy audit report to the City acknowledging completion of the audit.
Specific tasks include:
- Building Envelope & Insulation: Roof, walls, window insulation levels, air leakage testing, window glazing analysis.
- HVAC System & Ventilation: Efficiency evaluation of heating, cooling, ventilation systems; air balancing; BAS optimization.
- Lighting System Evaluation: Lighting power density calculations; occupancy sensors; LED retrofit analysis.
- Plug Loads & Equipment Efficiency: Analysis of office equipment and industrial machinery energy consumption; power factor correction; UPS analysis.
- Water Heating & Usage: Water heater efficiency; low-flow fixtures; leak detection.
- Compressed Air & Process Systems: Leak detection in compressed air systems; motor and pump efficiency analysis.
Period of Performance
The initial term of the agreement shall be for one (1) year with options for two (2) additional one-year renewals upon mutual agreement.
Place of Performance
The services will be performed within the electric service territory of the City of Georgetown, Texas.

Proposers must meet specific qualifications including being a Certified Energy Manager, holding Building Performance Institute Certifications, having ASHRAE Building Energy Assessment Professional (BEAP) certification, and possessing at least three years of experience in commercial audits.
