Column Case Management Enhancements

Background
The Texas Department of Insurance (TDI) is responsible for regulating the state's insurance industry, overseeing the administration of the Texas workers' compensation system, and providing administrative support to the Office of Injured Employee Counsel.

TDI aims to be a leader in consumer protection and market viability. This Request for Offers (RFO No. 454-25-0508-33147-RM) seeks qualified vendors to enhance the Column Investigative Case Management System, which is used to track fraud investigations and currently holds approximately 12,500 records. The goal is to obtain services that represent the best value for TDI and the State of Texas.

Work Details
The contractor will provide enhancements, maintenance, support, and training for the Column Case Management software. Key tasks include:
1. Enhancements to allow administrators to remove erroneous entries and merge duplicate records.
2. Adding a 'Statute of Limitations' data element for tracking.
3. Creating workflows for notifications regarding statute of limitations dates.
4. Developing custom reports including Referral, Indictment, Sentence, and Restitution Reports.
5. Providing instructor-led virtual training tailored for different user roles.
6. Documenting system functionalities including user manuals and data element tables.

Period of Performance
The contract will commence upon execution and is expected to be completed by August 31, 2025.

Place of Performance
Services will be performed at the Texas Department of Insurance located in Austin, TX.
