Description

Engineering services to route, design, permit, and construct a project to install approximately 76,000 linear feet of 66-inch water transmission main (TM) from the existing 60-/66-inch water transmission mains north of Lady Bird Lake to the Pilot Knob Reservoir and Pump Station site.
Background
The City of Austin, through its Capital Delivery Services Department and Water Utility, is seeking to contract with a professional engineering firm to provide design and consulting services for the Pilot Knob Supply Water Transmission Main project.
This project aims to install a 72-inch water transmission main from an existing 66-inch main near Longhorn Dam to the Pilot Knob Reservoir, enhancing water supply capacity for Southeast Austin and addressing projected growth in the area.
It is part of long-range plans for system resiliency and is a recommendation from the 2021 Winter Storm Uri After Action Report.
The estimated construction cost is approximately $185 million, with an authorization for all phases around $20 million.

Work Details
The scope of work includes:
1. Routing Study, Preliminary Engineering, and Environmental Consideration Investigations Report:
- Evaluate at least three route alignments and conduct preliminary engineering to determine the best route for the new transmission main.
- Prepare a Project Delivery Plan detailing resource organization and project management strategies.
- Develop a communications plan for project development.
- Conduct route analysis starting from the existing 66-inch transmission main at Pleasant Valley Rd to the Pilot Knob Reservoir site, including a Colorado River crossing.
- Review existing land uses and determine easements needed for construction.

2. Design Phase:
- Finalize engineering design after City approval, including hydraulic model review and geotechnical investigations.
- Prepare detailed plans, specifications, bid documents, and cost estimates at various design stages (30%, 60%, 90%).

3. Bidding Phase:
- Assist in advertising the project for bids and developing construction contracts.

4. Construction Phase:
- Provide periodic site visits to review progress and quality of work, approve shop drawings, manage change orders, and ensure accurate as-built drawings are prepared.

5. Warranty Phase:
- Provide assistance regarding project malfunctions or deficiencies post-construction.

Period of Performance
The anticipated timeline includes approximately 18-24 months for preliminary engineering, 36 months for each design phase, 6 months for bidding phases, 24-36 months for construction phases, and about 12 months for warranty phase services.

Place of Performance
The work will be performed in Austin, Texas, specifically along US 183, SH 71, SH 130, FM 812, and surrounding areas relevant to the routing of the water transmission main.

Bidder Requirements
Firms must be regularly engaged in municipal capital improvement projects related to water infrastructure with experience in large diameter pipeline projects near TxDOT Right of Way.
All prime firms and subconsultants must be registered to do business with the City of Austin prior to contract award.
