Civil Service Entrance & Promotional Exams

Background
The City of Lubbock is seeking proposals for the provision of Civil Service Entrance and Promotional Exams. This initiative aims to develop, administer, and support both written and electronic examinations for civil service employees, specifically for the fire and police departments. The successful vendor will ensure compliance with Section 143 of the Local Government Code while providing comprehensive testing services.

Work Details
The selected vendor will be responsible for:

1. Examination Development and Administration:
- Creation of written and electronic examinations, including a 100-item multiple-choice format.
- Types of exams include entry-level examinations for Police and Fire, comprehensive examination battery for Fire entrance exams, and promotional examinations for Police and Fire.
- The City will provide test material based on the Chief's approval; the proposer will provide questions based on this material.
- Maintenance and review of technical information, providing camera-ready originals for test booklet printing.
- Provision of all necessary test materials such as test booklets, answer sheets, administration guides, and administration scripts.

2. Compliance and Consultation:
- Ensuring compliance with Section 143 of the Local Government Code.
- Providing consultation services to address any protests or challenges post-examination.
- Conducting job analysis and validation studies to support local use of the examinations.
- Providing testimony regarding test theory, design, process, and grading if required.

3. Scoring and Analysis:
- Administering electronic scoring of examinations including electronic scanning of answer sheets.

4. Assessment Center:
- Providing a selection process that evaluates applicants using various methods such as job-related simulations, psychological tests, group exercises, and interviews.
- Training for test assessors emphasizing validated evaluation and scoring.

Period of Performance
The contract shall be for a term of one (1) year with the option for four (4) one-year extensions, beginning upon formal approval.

Place of Performance
The services will be performed in Lubbock, Texas.
