City of Pflugerville-Professional Engineering and Design Services for Transportation and Drainage Projects

Background
The City of Pflugerville is seeking Statements of Qualifications (SOQs) from qualified civil engineering firms or multidisciplinary teams led by civil engineers for professional engineering and design services related to transportation and drainage projects identified in the City’s 5-Year Parks Capital Improvement Plan (FY2026–FY2030 CIP).

The goal of this RFQ is to evaluate firms based on their resources, experience, technical expertise, and qualifications in the areas of design and professional engineering. The selected firms will be part of a rotation list for various public works projects over the next several years.

Work Details
The contract will involve providing professional engineering and design services for transportation, roadway, and drainage projects. Specific services include:
- Planning, preliminary engineering, and detailed design for new roadways, roadway rehabilitation, modifications, multimodal facilities (shared-use paths), and parking areas.
- Development of drainage designs including storm sewer systems, pipes, culverts, inlets, channels, and detention/retention facilities based on hydrologic and hydraulic analysis.
- Preparation of construction plans, technical specifications, and engineer’s cost estimates (PS&E) suitable for bidding.
- Coordination with City staff, utility providers, regulatory agencies, and stakeholders to ensure compatibility with existing infrastructure.
- Engineering support during bidding and construction phases including responding to RFIs and reviewing submittals.

Period of Performance
The base contract term is two (2) years with an option for annual renewal for up to three (3) additional one-year periods.

Place of Performance
The services will be performed within the City of Pflugerville and may include projects funded by TxDOT, Federal Government sources, Texas State funds, or local bond programs.

Bidder Requirements
Firms must demonstrate experience in transportation and drainage engineering supported by qualified professional staff licensed in Texas. The project manager must be a licensed professional engineer in Texas. Additionally, the contract is subject to the EPA's Disadvantaged Business Enterprise (DBE) Program which includes fair share goals for Minority and Women-owned Business Enterprises (M/WBE).
