City of Eagle Pass Patsy Winn Blvd Extension Project

Scope of Work Requested

The City of Eagle Pass is seeking Competitive Sealed Proposals (CSP) from qualified General Contractors for the Patsy Winn Blvd Extension Project (RFP #2026-014). The work to be performed includes:

• Construction of approximately 1.7 miles of new roadway infrastructure, extending Patsy Winn Boulevard to the City of Eagle Pass Sports Complex
• Installation of two (2) 16-foot travel lanes
• Construction of concrete curb and gutter
• Implementation of drainage improvements
• Installation of a four (4) foot sidewalk along the west side of the roadway
• All associated grading, utilities, and roadway improvements as specified in the project plans and specifications (see Attachment A Design Documents)

Requesting Entity

This solicitation is issued by the City of Eagle Pass (CITY).

Background

This project is partially funded by the U.S. Economic Development Administration (EDA) under Award No. 08-79-05668. The extension of Patsy Winn Boulevard is a key infrastructure improvement aimed at enhancing access to the City of Eagle Pass Sports Complex.

Contract Requirements

The selected contractor must comply with all applicable federal, state, and local laws and regulations, including:

• Procurement and contracting requirements under 2 C.F.R. Part 200
• EDA grant conditions
• All relevant Texas statutes governing public works construction

Proposals will be evaluated and ranked according to the Competitive Sealed Proposal method as authorized by Texas Government Code Chapter 2269. Evaluation will be based on the criteria and weighted values specified in the Request for Proposals, along with the results of the proposal evaluation and ranking process.

Submission Instructions

The City will select the Offeror whose proposal provides the best value, considering the established evaluation criteria. The City reserves the right to conduct discussions with Offerors and to request best and final offers if necessary.
