City of Bryan 2-Dimensional Stormwater Model Update & Preparation of a Master Drainage Plan

Background
The City of Bryan, Texas, is seeking qualifications for engineering services to expand and update its existing 2-D Stormwater Model and prepare a Master Drainage Plan. This initiative aims to enhance the city's stormwater systems and facilitate future flood mitigation projects that will benefit properties insured under the National Flood Insurance Program (NFIP). The project is funded partially or wholly by the Texas Water Development Board through a FEMA project scoping grant under the Flood Mitigation Assistance (FMA) program. The City operates under a Council-Manager form of government and provides a full range of municipal services.

Work Details
The scope of work includes:

1. **Data Collection:** Collect and review existing infrastructure data, terrain data, rainfall data, and conduct site visits for confirmation of watershed characteristics. This will involve creating a GIS database for the area of study.

2. **Hydrologic and Hydraulic Model Development:** Develop a model including storm sewers, roadside ditches, and channels within the watershed. Conduct hydrologic analysis using Atlas 14 rainfall data and perform hydraulic analysis to ensure continuity between node and link references in the model.

3. **Flood Risk Identification:** Utilize the developed model to identify areas with high flood risk within Bryan, providing preliminary project recommendations for these areas.

4. **Project Delivery:** Summarize all findings in a technical report titled Master Drainage Plan, which will include all models and GIS data for city review.

The contract period will commence upon award, with an anticipated earliest award date of September 9, 2025.

Place of Performance
The work will be performed within the City limits of Bryan, Texas.

Bidder Requirements
Firms must comply with all applicable requirements outlined in the master contract between the City of Bryan and the Texas Water Development Board. Each subcontract must include a detailed budget estimate.
