Circulation Fulfillment Services for Texas Parks & Wildlife magazine

Background
The Texas Parks and Wildlife Department (TPWD) is seeking competitive sealed proposals from qualified contractors to provide Circulation Fulfillment Services for the Texas Parks & Wildlife Magazine (TPWM). The TPWD's mission includes the management and conservation of the state's natural resources. This contract aims to enhance the distribution and management of their magazine, which publishes ten monthly issues per year. The contractor will be responsible for various fulfillment services that support the magazine's operations.

Work Details
The contractor will provide comprehensive Circulation Fulfillment Services, including: receiving payments, sending renewals, managing customer databases, call center support, letter shop services, product fulfillment, and other necessary services. Specific tasks include:
- Daily processing of incoming mail and deposits;
- Responding to customer inquiries within two working days;
- Maintaining expired subscription records for a minimum of three years;
- Managing mailing lists;
- Producing renewal efforts (up to seven per year);
- Providing subscriber invoicing;
- Assisting with local postal accounts;
- Implementing e-commerce solutions for back issue sales;
- Setting up email marketing solutions;
- Ensuring compliance with USPS regulations.

The contractor must also maintain confidentiality of customer information as mandated by law.

Period of Performance
The contract will commence on October 1, 2025, and continue through September 30, 2027. There is an option for renewal for up to three additional one-year periods upon mutual agreement.

Place of Performance
Services will be performed at TPWD Headquarters located at 4200 Smith School Road, Austin, Texas 78744.

Bidder Requirements
Bidders must have a minimum of five years' experience in providing circulation fulfillment services for consumer magazines with a minimum circulation of 60,000. They must demonstrate financial stability and have qualified personnel available. Additionally, bidders must comply with TX-RAMP certification requirements for cloud computing services by January 1, 2024.
