CIP Capital Project Management Software

Background
The City of Southlake is seeking a modern, cloud-based project management platform to manage the full lifecycle of its capital improvement projects, from planning and design through construction, closeout, and handover. This initiative aims to enhance coordination among various city departments including Public Works, Community Services, and Economic Development.

Work Details
The selected vendor will provide a project management software system that supports municipal construction projects such as Roads, Water, Wastewater, Stormwater, Facilities, and Parks. The platform must include features for project tracking, budgeting, scheduling, document management, and communication. It should allow staff to manage multiple projects simultaneously with dashboards and reporting tools for monitoring budgets and timelines. Integration with existing systems like GIS and financial software is highly desirable.

The proposal must also include implementation services such as project management service, installation and integration of software components, training programs for staff at various levels, maintenance and support structure detailing procedures for resolving issues and future enhancements.

Period of Performance
The anticipated award date for this contract is October 2026. The proposal release date was November 14, 2025. Proposers are required to submit their proposals by 3:00 P.M. (CST) on December 10, 2025.

Place of Performance
The contract will be performed in Southlake, Texas.

Bidder Requirements
Proposers must comply with Texas Local Government Code requirements including filing a Conflict of Interest Questionnaire (Form CIQ) if applicable. They must also hold all necessary licenses required by the State of Texas for providing the specified goods and services.
