Description

The Dallas Fort Worth International Airport (DFW) Board (the Board) is seeking information from interested parties for a Charging-as-a-Service (CaaS) solution to manage and expand DFW's portfolio of EV charging stations for customers, employees, and DFW's fleet vehicles. The information provided by interested firms will be used in the formation of a formal request for proposal that will deliver a positivepositive customer experience and an efficient charging network for our customers and fleet operators. The purpose of this Request for Information (RFI) is to gather information. No award will be made based on the results of this process; however, if sufficient interest is expressed by firms, the Board will consider a separate Request for Bid/Proposal process that may result in a contract for a Charging as a Service (CaaS) solution, subject to the Board's approval.
Background
The Dallas Fort Worth International Airport (DFW) Board is seeking information for a Charging-as-a-Service (CaaS) solution to manage and expand DFW’s portfolio of Electric Vehicle (EV) charging stations. This initiative aims to enhance customer experience and operational efficiency for both customers and fleet operators.

DFW is a public entity owned by the Cities of Dallas and Fort Worth, Texas, serving nearly 88 million passengers annually. The Board's mission is to provide an exceptional airport experience while connecting the community to the world, with a goal of achieving Net Zero Carbon by 2030.

Work Details
The CaaS solution will encompass the management of existing EV charging stations, including maintenance, customer service, IT and digital connectivity, and upgrades as market conditions change. DFW currently has over 40 Level-2 charging stations and one Direct Current Fast Charging (DCFC) station from various manufacturers such as ChargePoint, SemaConnect, Tesla, Clipper Creek, and JuiceBar/AmpUp.

The solution will serve three distinct roles:
1. Customer and Visitor Charging: Level-2 and DCFC chargers located in terminal garages with high demand.
2. DFW Employee Charging: Level-2 and DCFC chargers at various locations with medium demand.
3. DFW Fleet Charging: Level-2 chargers for passenger cars and DCFC for buses/heavy trucks at various locations with high demand.

The selected partner will be allowed to charge users reasonable fees for equipment use and services.

Period of Performance
The RFI process is ongoing with no immediate contract award; however, a Request for Proposal (RFP) may be issued in FY 2026 based on interest expressed by firms.

Place of Performance
The services will be performed at the Dallas Fort Worth International Airport property, which includes various terminal parking garages and administrative facilities.

Bidder Requirements
Firms responding to this RFI should demonstrate experience in CaaS solutions for public transportation agencies or commercial airports. They must provide detailed descriptions of their services, customer support strategies, integration with existing infrastructure, asset management approaches, fee structures for recouping investments, troubleshooting processes for technical issues, data management practices, on-site support requirements, and innovative technology integration.
