OptionalOn-Site Visit

HHSC will conduct one(1) optional on-site visit at the location specified below on the dates andtimes identified in the Procurement Schedule (cover page of this IFB) or on thedates and times established in subsequent Addenda.

The on-site visit will include areview of the IFB requirements as well as a walk-through of the facility.

Attendance is strongly encouraged, butnot required. Failure to attend in person will not disqualify a Bidder.

Background
The Texas Health and Human Services Commission (HHSC) is seeking competitive bids to establish contracts for Building Automation System (BAS) maintenance at the Rusk State Hospital campus, excluding buildings 801 and 802.

The HHSC oversees the planning and delivery of health and human services in Texas, and the Procurement and Contracting Services (PCS) division administers this Invitation for Bids (IFB). This contract aims to ensure the safe operation of the Schneider Electric BAS and its components.

Work Details
The contractor will provide maintenance, repairs, and service requests on an 'on call, as needed' basis for the BAS. Specific tasks include:
- Remote energy management support: 40 hours per year for system adjustments, training on upgrades, and technical support.
- Four site visits annually for troubleshooting, energy consulting, customer training on upgrades, and building efficiency analyses.
- 28 hours of remote BAS monitoring per year with detailed reports after each session.
- Semi-annual system database backups scheduled with RSH Maintenance Department.
- Repairs to the BAS as needed. All work must be approved by authorized Rusk State Hospital personnel before commencement.

Period of Performance
The anticipated contract start date is upon award, with services performed Monday through Friday from 8 a.m. to 5 p.m. Central Time. The contractor must respond to service calls within one hour and be on-site within four hours.

Bidder Requirements
Bidders must have a minimum of five years of relevant experience in similar services. Personnel assigned must have at least three years of relevant experience and required licensure from the Texas Department of Licensing and Regulation (TDLR).

Bidders must also provide three verifiable references for similar contracts within the last three years.
