Background
The Houston-Galveston Area Council (H-GAC) is soliciting proposals for Broadband Internet Service Providers through its Cooperative Purchasing Program (HGACBuy). This initiative aims to provide cooperative contract products and services to local governments and certain non-profit organizations across the United States. The goal is to address broadband deficiencies in unserved and underserved areas, enhancing digital access for communities, businesses, and institutions.
Work Details
The selected Internet Service Providers (ISPs) will be responsible for providing and maintaining broadband consulting and services in targeted areas. Key responsibilities include:
- Delivering vertically integrated retail services without limiting customer applications or device connectivity.
- Covering all costs associated with network design, engineering, construction, equipment, insurance, operation, and maintenance up to the end user drop point.
- Building a next-generation communications network capable of providing at least 100 Mbps download/upload speeds or a minimum of 100 Mbps download and 20 Mbps upload speeds where symmetrical service is impractical.
- Providing periodic reports on service activities and milestones to end users.
- Coordinating with agencies for right-of-way approvals, obtaining necessary permits, environmental approvals, and coordinating project deployment with utilities.
- Ensuring compliance with National Electrical Vendors Association codes for fiber installations and Federal Communications Commission regulations for wireless technology.
Period of Performance
The contract will be executed progressively over a five-year period from the date of contract execution.
Place of Performance
Services will be performed in unserved and underserved areas within the Houston-Galveston region.
