Boat Storage Space Lease, Galveston County

Background
The Texas Parks and Wildlife Department (TPWD) is seeking bids for the lease of two canopied boat storage wet slip spaces totaling a minimum of 1,465 square feet.
This facility will be located near the Galveston Jetties in Galveston County, supporting TPWD's mission to manage and conserve the state's natural resources.

Work Details
The contract involves leasing two canopied wet slip boat storage spaces with specific requirements:

1. One canopied wet slip must have at least 1,105 square feet to accommodate a 65' by 17' boat with a 6' water draw, including features such as:
- Full finger piers for securing the boat
- At least one tie-off piling at each end
- Heavy-duty mooring cleats
- Minimum of six feet of water at low tide
- Potable water service and shore power outlet (70-amps, 220-volts).

2. The second canopied wet slip must have at least 360 square feet for a 30' by 12' boat, including:
- Minimum canopy height of eighteen feet
- A boat lift with a minimum capacity of 14,000 pounds
- Access to tide compensating structures
- Adequate water depth to prevent grounding.

3. The facility must provide:
- 24/7 accessibility and on-site restrooms
- Adequate outdoor lighting
- Monthly payment covering utilities included in rental cost.

4. Lessor responsibilities include maintaining functional doors during outages and responding to emergencies within specified timeframes.

Period of Performance
The lease term is for thirty-six (36) months starting from November 1, 2025, or upon award, whichever is later, through October 31, 2028.

Place of Performance
The lease will be executed in Galveston County, Texas, specifically near the Galveston Jetties.

Bidder Requirements
Bidders must comply with Historically Underutilized Business (HUB) requirements as per Texas Government Code Chapter 2161.
Additionally, bidders must maintain insurance coverage as specified in the solicitation and provide proof within ten days of contract award.
