Description

Background
The City of Austin seeks to establish a contract with qualified Contractor(s) to provide transportation and recycling of damaged and undamaged rechargeable and non-rechargeable batteries. This initiative aligns with the City’s 2023 Resource Recovery Comprehensive Plan, which aims to reduce landfill waste by 90% by 2040. It supports the mission of protecting people and the planet through sustainable resource recovery.

Work Details
The Contractor will be responsible for:

1. Providing transportation and recycling services for various types of batteries, including alkaline, Ni-Cd, Ni-MH, Li-ion, single-use lithium, and lead-acid batteries. Powerwall and residential energy storage systems are excluded from this contract.

2. Supplying fire suppression media for containers to mitigate fire risks during storage and transportation.

3. Providing containers for shipping and ensuring batteries are packaged according to chemical composition regulations.

4. Establishing collection locations and schedules in coordination with City Departments, ensuring pickups occur within seven calendar days of request.

5. Notifying the City Department's Contract Operations Manager (COM) two business hours prior to arrival for pickups.

Period of Performance
The contract will have an initial term of thirty-six (36) months, with options for two additional twelve (12) month extensions at the City's discretion.

Place of Performance
Services will be performed within the geographic boundaries of the City of Austin.

Bidder Requirements
Contractors must meet specific qualifications including:

1. Registration as a hazardous materials carrier with an EPA identification number.

2. Compliance with all Texas business regulations including providing Texas SOS File Number and Taxpayer Number.

3. Availability of qualified personnel trained in hazardous waste operations (HAZWOPER).

4. Submission of a letter certifying compliance with training and licensing requirements.
