Barber Services, Richmond State Supported Living Center

Background
The Texas Health and Human Services Commission (HHSC) is an agency within the Texas Health and Human Services (HHS) system. The Procurement and Contracting Services (PCS) division of HHSC administers Invitations for Bids (IFBs) for HHS. HHSC PCS is seeking competitive bids to establish contracts for barber services specifically for the residents of Richmond State Supported Living Center (RSSLC). Both HHS Agencies, HHSC and DSHS, will be entitled to use any contract awarded as a result of this IFB.

Work Details
The contractor will provide barber services including quality haircuts and beard trims for 318 residents on campus. The awarded vendor must provide, at minimum, haircuts and beard trims for men on a monthly basis. If additional services are required more than once a month, the contractor and agency will agree upon a mutually beneficial schedule.

The contractor must also provide a current certificate of liability insurance, complete a background check via fingerprinting, provide a valid Texas Driver's License or ID card, attend new hire orientation, and maintain a Consultant Log at each visit.

Period of Performance
The anticipated contract start date is upon award, with services to be performed monthly or as needed based on mutual agreement.

Place of Performance
Services will be performed at the Richmond State Supported Living Center located at 2100 Preston Richmond, TX 77471.

Bidder Requirements
Bidders must have relevant experience of at least three years in providing similar services. Personnel assigned to perform the services must have at least two years of relevant experience and hold a current Barbers License issued by the Texas Department of Licensing and Registration. All personnel must be at least 18 years old.

Bidders are encouraged to submit verifiable references for similar contracts within the last two years.
