Aviation Economic Impact Study

Background
The Texas A&M Transportation Institute (TTI) is seeking proposals for the Aviation Economic Impact Study to assess the aviation industry's role in the Texas economy. The study aims to provide insights into the economic impact of commercial service and general aviation airports across Texas, measuring direct, indirect, and induced impacts. The goal is to inform state and local decision-makers, build public support for the aviation system, and demonstrate the economic benefits of local airports.

Work Details
The selected provider will conduct a comprehensive study with specific objectives including:

1) Quantifying aviation's overall economic role in Texas through metrics such as employment, payroll, and economic output from enplanements and aviation activities;

2) Highlighting qualitative benefits of aviation services like search and rescue, law enforcement support, disaster relief, and access to recreational areas;

3) Utilizing surveys, airport visits, interviews, and existing economic data for analysis;

4) Developing a detailed project timeline with milestones including kick-off meetings, data collection plans, preliminary results analysis, draft final reports, and final presentations at conferences.

Period of Performance
The contract will commence upon execution with key milestones including a kick-off meeting within two weeks of contract execution and completion of the final report within 12 months from project start.

Place of Performance
The work will primarily take place in Texas at various commercial service and general aviation airports as well as through virtual meetings.

Bidder Requirements
Respondents must provide a detailed proposal that includes a signed execution of offer document, non-collusion affidavit, certificate of insurance, and acknowledgment of any addenda issued. They must also demonstrate experience in similar projects and confirm their ability to meet specified timelines.
