Background
The Houston-Galveston Area Council (H-GAC) is soliciting proposals for Auxiliary Power and Backup Generators through its Cooperative Purchasing Program (HGACBuy). This program allows local governments and certain non-profit organizations across the United States to access a variety of contracted products and services.
The goal of this solicitation is to select qualified manufacturers, distributors, installers, and service providers to supply these products and services under blanket contracts. This will facilitate selective acquisitions or full turnkey projects that may include additional services, training, and maintenance agreements.
Work Details
Respondents are expected to provide a range of products and services related to auxiliary power and backup generators. This includes:
1. Stationary stand-by generators powered by diesel, natural gas, propane (LPG), dual-fuel units, and bi-fuel units.
2. Small portable generators up to 15 kW in gasoline, liquid propane, natural gas, bi-fuel or tri-fuel configurations.
3. Small portable inverters up to 15 kW in liquid propane, natural gas, bi-fuel or tri-fuel configurations.
4. Trailer-mounted generators in diesel, natural gas, propane (LPG), bi-fuel or tri-fuel configurations.
5. Miscellaneous power generation equipment consistent with potential local government purchases not classified above (e.g., modular scalable power banks).
All products must meet federal safety and emissions requirements and include detailed manufacturer specifications.
Period of Performance
The contract term will be for four (4) years with an option for one additional year at H-GAC's discretion.
Place of Performance
The contract will be performed across various locations in the United States as required by participating local governments and non-profits.
Bidder Requirements
Respondents must comply with all licensing, permitting, registration or other applicable legal or regulatory requirements imposed by any governmental authority. They must also submit an approval letter from each manufacturer they represent for the products proposed. Additionally, there is a goal for participation from small and minority businesses, women's business enterprises, veteran-owned businesses, and labor surplus area firms.
