Background
The Texas Health and Human Services Commission (HHSC) is an agency within the Texas Health and Human Services (HHS) system. The Procurement and Contracting Services (PCS) division of HHSC administers Invitations for Bids (IFBs) for HHS. HHSC PCS is seeking competitive bids to establish contracts for the removal and replacement of the Automatic Transfer Switch at the Rio Grande State Center, Bldg. 515, Gen B. Both HHS Agencies, HHSC and DSHS, will be entitled to use any contract awarded as a result of this IFB.
Work Details
The required services include the installation of a new commercial/industrial automatic transfer switch (ATS) with multi-conductor lugs and a programmable exercise timer. The contractor must remove the existing 600-amp ATS that is out of service and connect a new 600-amp ATS. The contractor shall provide all labor, materials, equipment, tools, and transportation necessary to perform these services. Specific tasks include:
- Taking field measurements prior to starting work.
- Resetting the Main Switch Board if needed.
- Replacing above-ground conduits and conductors to meet new height requirements.
- Making all necessary penetrations and connections for installation.
- Using required personal protective equipment (PPE).
- Completing startup, programming, and commissioning of the ATS by a factory representative.
- Providing training on the operation of the new ATS.
The new ATS must preferably be an ABB ZTS T-Series or equivalent with specifications including:
- 600 A, Delayed Transition, 3 Pole
- High-performance modular design
- 440-480V 3 Ph System Voltage
- Solid Neutral Bar
- Nema 3R Enclosure
- Mechanical lugs
- Various advanced features such as Modbus RTU Communications, programmable exerciser, event log capabilities, etc.
Period of Performance
The anticipated contract start date is upon award. The contractor shall perform contracted services Monday through Friday between the hours of 8 a.m. and 5 p.m. Central Time.
Place of Performance
Services will be performed at the Rio Grande State Center located at 1401 S Rangerville Rd, Harlingen, TX 78552.
Bidder Requirements
Bidders must have relevant experience required for performance of services outlined in this IFB with a minimum experience requirement of three years. Personnel assigned must have a Journeyman Electrician License or higher and be at least 18 years old. Bidders must provide three verifiable references for similar contracts within the last three years.
