Background
Houston Community College (HCC) is seeking proposals from qualified firms to provide Audio/Video Production Rental Services for Special Events. This RFP is issued under Chapter 44.031 of the Texas Education Code, aiming to enhance HCC's ability to host events effectively while complying with state and federal laws.

Work Details
The contractor will provide comprehensive Audio/Video Production Rental Services for various special events, including but not limited to:
1. Compositional work with producers and script writing for graphics and images.
2. Rigging crew setup for lighting and power distribution systems one to two days before events.
3. Installation of audio equipment, testing microphones, and managing images on LED screens the day before events.
4. Post-event disassembly of all equipment by the rigging crew and audio/lighting directors.

Events typically involve 500-2000 attendees at external venues, necessitating high-end AV equipment that HCC does not possess.

Period of Performance
The contract term is anticipated to be two years with options for three additional one-year renewals, plus a potential month-to-month extension not exceeding three months after the initial term.

Place of Performance
Services will be performed at various external sites within the Houston area, accommodating HCC's special events.

Bidder Requirements
Bidders must demonstrate adequate financial resources, compliance with performance schedules, satisfactory past performance records, and necessary personnel capabilities. They must also certify non-delinquency in taxes owed to the State of Texas and HCC.
