Background
The Town of Prosper is seeking proposals for Administrative Services Only (ASO) Medical and Pharmacy Benefits Management, as well as Life, Voluntary Life, Accidental Death & Dismemberment (AD&D), Short Term Disability, and Long Term Disability services. The goal is to select one or multiple providers to meet the Town's health insurance needs effectively. The Town has been self-funded since 2017 and currently utilizes UMR for TPA services and ProAct RX for pharmacy benefits. The effective date for the awarded contract is set for January 1, 2026.
Work Details
The selected vendor(s) will provide the following services:
1. **Medical and Pharmacy Benefits**: Proposals should closely match the current medical and pharmacy plans outlined in the attached summary documents. Vendors must complete specific response spreadsheets to be considered.
2. **Life and Disability Insurance**: Fully-insured options must match existing plans as closely as possible. Separate quotes for these benefits are acceptable.
3. **Network Requirements**: Vendors should propose an appropriate PPO medical network that meets the Town's provider needs, including a network disruption analysis.
4. **Financial Proposal**: Vendors are encouraged to provide a multi-year rate guarantee starting from January 1, 2026, with four optional one-year renewals.
Period of Performance
The contract will commence on January 1, 2026, with an initial term of one year and may be renewed for up to four additional one-year periods based on mutual agreement.
Place of Performance
Services will be performed in Prosper, Texas.
Bidder Requirements
Bidders must demonstrate financial stability by providing recent fiscal statements and must have a satisfactory record of integrity and ethics in the industry (5-7 years). Additionally, all proposals must include proof of insurance coverage as specified in Exhibit F of the RFP.
