Armed Security Guard Services

Background
The Allen Independent School District (AISD) is seeking proposals from qualified vendors to provide Armed Security Guard Services across twelve elementary school campuses and one early childhood development campus. The aim of this solicitation is to establish a contract with a licensed and experienced security firm capable of delivering reliable armed security personnel to ensure the safety of students, staff, visitors, and district assets.

The selected vendor will coordinate closely with district administrators, campus principals, and local law enforcement to maintain a secure environment in compliance with Texas state laws and district policies.

Work Details
The contractor shall provide all management, supervision, labor, training, licensing, equipment, uniforms, and resources necessary for armed security services at the specified campuses. Key requirements include:
1. All security guards must hold a valid Level III Commissioned Security Officer license from the Texas Department of Public Safety.
2. Guards must complete state-mandated training hours including firearm proficiency and de-escalation training.
3. Background checks including criminal history and drug screening are mandatory for all personnel.
4. Security coverage is required during regular school hours and for district-approved after-school activities.
5. Guards will monitor access to buildings, conduct patrols, respond to incidents, communicate with staff about security matters, and complete incident reports.

Period of Performance
The contract will commence on July 1, 2026, for an initial term of one year with options to renew for four additional one-year terms through June 30, 2031. The District may extend the contract for up to 120 days if necessary.

Place of Performance
Services will be performed at twelve elementary school campuses and one early childhood development campus within the Allen Independent School District in Allen, Texas.

Bidder Requirements
Vendors must comply with specific requirements including holding all necessary Texas licenses for armed security services. They must also maintain adequate insurance coverage including general liability and workers' compensation insurance as required by AISD. Additionally, vendors are required to submit proof of satisfactory criminal record history for all employees working on District property.
