Approved List Of Vendors For Emergency Response Campus Mapping

Background
The Texas Education Agency (TEA) seeks to establish a pool of qualified vendors that provide emergency response campus mapping solutions meeting state requirements as outlined in 19 TAC §61.1031, School Safety Requirements and TEC, Sec 37.117.

This initiative is part of the legislative actions taken during the 88th Texas Legislature, specifically House Bill 3 (HB 3), which introduced measures to enhance public school safety, including the creation of accurate campus maps for emergency response purposes. TEA will publish a directory of approved vendors to assist school districts in selecting qualified providers who can deliver services that meet state standards. TEA will not be making any purchases or awarding contracts based on this RFI.

Work Details
Vendors are required to provide emergency response campus mapping services that comply with Texas state standards. The specific requirements include:

1. Development and maintenance of an accurate site layout and exterior and interior door designation document for each instructional facility, identifying all doors and depicting them on a floor plan with an alpha-numeric designation.
2. The site layout must be oriented to depict true north and provided in electronic format.
3. Compliance with security requirements as per Texas HB8 (85R) regarding data processing and vulnerability testing.
4. Submission of a Mapping Technology Worksheet (Attachment B) and requested information in the specified order (Attachment C).
5. Evidence of ability and experience to provide the required services, including company background, relevant experience in delivering school safety products within Texas, current users, service area, product overview, technical information, user experience details, safety features, and pricing structure.

Period of Performance
Responses are due by March 20, 2025. Providers will remain on the list for one year, subject to annual review for re-verification.

Place of Performance
Services will be performed within Texas school districts.
