Annual Contract for Jail Staffing Services

Background
Tarrant County is seeking proposals for an annual contract for jail staffing services to support jail operations. The contract aims to ensure adequate staffing for the Tarrant County Jail, which is managed according to the most current Texas Jail Standards and is subject to inspections by the Texas Jail Commission and Tarrant County representatives.

Work Details
The contractor will provide jail staffing services, including but not limited to:

1) Staffing needs for the Tarrant County Jail for the Tarrant County Sheriff’s Office (TCSO).
2) Compliance with Texas Jail Standards.
3) Provision of a minimum of fifty (50) staff positions at all times.
4) Implementation of a detailed plan for recruiting, hiring, and training staff.
5) Attendance at special skills training in CPR, first aid, and chemical agents as per TCSO policies.
6) Adherence to all operational procedures including inmate supervision, meal service, communication protocols, and emergency response plans.
7) Maintenance of safety and hygiene standards within the facilities.

Period of Performance
The contract will be awarded for a period of twenty-four (24) months from the date of award or notice to proceed, with options for three (3) additional twelve (12) month renewals upon mutual agreement.

Place of Performance
Services will be performed at various Tarrant County jail facilities located in Fort Worth, Texas including:

- 350 Belknap Jail
- Green Bay Jail
- Tim Curry Criminal Justice Center
- Corrections Center
- Lon Evans Corrections Center
- Cold Springs Jail.

Bidder Requirements
Bidders must comply with specific requirements including:

- Possession of a valid Texas Commission on Law Enforcement (TCOLE) Basic Jailer’s License.
- Passing background checks.
- Maintaining a drug-free workplace.
- Providing proof of insurance coverage.
- Submitting proposals that detail hourly rates and markup percentages for staffing positions.
