Background
The County of Tarrant, Texas is seeking proposals from qualified vendors to provide and implement a modern Human Resource Information System (HRIS). The goal is to replace the current legacy system with a unified platform that enhances HR operational efficiency and supports compliance with Texas public-sector requirements. It should integrate seamlessly with existing systems such as SAP. The County administers HR, payroll, and workforce operations for approximately 4,500 employees across various departments.
Work Details
The selected vendor will provide a fully integrated HRIS solution that includes capabilities for Core HR, Benefits, Time and Attendance, Workforce Scheduling, Recruiting/Onboarding, Performance Management, Learning Management, Compensation Administration, Employee Self-Service, Workflows, Reporting & Analytics. Specific functionalities required include:
1) Employee Information Management;
2) Recruitment & Applicant Tracking;
3) Onboarding & Offboarding;
4) Attendance & Leave Management;
5) Payroll & Benefits Administration;
6) Performance Management;
7) Learning & Development;
8) Compliance & Legal Adherence;
9) Employee Self-Service Portal;
10) Analytics & Reporting;
11) Integration & Security; and
12) Mobile Accessibility.
The vendor must demonstrate experience in delivering these products and services.
Period of Performance
The contract will be awarded for a period of twenty-four (24) months from the date of award or notice to proceed. There is an option for renewal for three (3) additional twelve (12) month periods upon mutual agreement.
Place of Performance
The services will be performed in Tarrant County, Texas.
Bidder Requirements
Vendors must demonstrate experience in providing similar HRIS solutions. They must also comply with insurance requirements including Workers' Compensation/Employer’s Liability and Commercial General Liability coverage. Additionally, vendors are encouraged to participate in cooperative purchasing efforts with governmental entities.
