Background
The San Antonio Water System (SAWS) is seeking bids for an annual contract to provide electrical maintenance, repairs, and testing services for its Production and Treatment facilities throughout Bexar County. The goal of this contract is to ensure the reliability and safety of the water system through timely electrical maintenance in compliance with all applicable federal, state, and local regulations.
Work Details
The contractor will perform high, medium, and low voltage electrical construction and repair services, including but not limited to: work on motor control centers (MCCs), starters, switchgear, enclosures, insulators, supports and connectors, conductors, breakers, auxiliary devices, protective relays, power factor capacitors, variable frequency drives, motors, wiring, switches; preventive maintenance; testing and analysis including infrared thermography; ultrasonic inspection; voltage-ampere diagnostics; power quality measurement; arc-flash studies; visual inspection with energized and de-energized maintenance service as scheduled.
The contractor must have in-house expertise to self-perform the majority of the work using their personnel. All work must conform to SAWS standards and the National Electrical Code (NEC).
Period of Performance
The contract will be effective for one year from the date of award with options for renewal based on performance.
Place of Performance
Services will be performed at various Production and Treatment facilities located throughout Bexar County.
Bidder Requirements
Bidders must be licensed as an Electrical Contractor in Texas with a minimum of five years established presence in San Antonio. They must have successfully completed similar projects as a Prime Contractor within Central Texas over the past 10 years. Bidders are required to provide documented experience and references for at least three similar projects. The contractor's Master Electrician and Journeyman Electrician must be employees of the contractor. SAWS reserves the right to audit contractors' facilities at any time during the contract duration.
