Description

Background
The Tarrant County Information Technology Department (ITD) is seeking proposals for an enterprise-class data center colocation solution to support the County’s hybrid IT strategy. The purpose of this RFP is to identify a facility that can enhance resiliency, provide reliable carrier accessibility, and enable seamless interconnection with leading cloud services. This initiative aims to strengthen business continuity, reduce operational risk, and align the County’s technology infrastructure with its long-term modernization goals.

Work Details
The selected facility must be located within 30 miles (geodesic) of downtown Fort Worth and support the County’s hybrid IT strategy by enhancing resiliency and enabling seamless integration with cloud services.

The colocation solution will primarily support the network with minimal storage infrastructure while leveraging cloud platforms for scalability and availability. The facility must be carrier-neutral, offering access to Tier-1 providers like AT&T and Lumen, and provide Megaport-enabled access for low-latency connectivity to Microsoft Azure and AWS.

The project includes procurement, implementation, and ongoing support of the colocation solution, which involves relocating existing County equipment, establishing required infrastructure, and delivering a fully operational environment. Services include carrier service activation, Network-as-a-Service (NaaS) connections, cross-connects, cabling, power distribution, and connectivity to designated networks and cloud providers.

The facility must meet strict building code standards with redundant power, cooling, and network systems governed by enforceable service level agreements (SLAs).

Period of Performance
The contract will have an initial term of five years from April 27, 2026 to April 26, 2031, with options for five additional one-year renewals totaling up to ten years.

Place of Performance
The colocation data center services must be performed within 30 miles (geodesic) of 200 Taylor St., Fort Worth, Texas.

Bidder Requirements
Respondents must hold a current SOC 2 Type II report and an active ISO/IEC 27001 certification. They must be the prime contractor performing all work with their own employees; subcontractors are only permitted for licensed physical equipment relocation with prior written approval.

Facility audits and compliance documentation must be available upon request. Respondents should demonstrate capabilities in facility operations and security compliance including CJIS, HIPAA, and FedRAMP requirements.
