Description

Background
The City of Beaumont is seeking sealed competitive bids for an annual contract to provide 24-hour alarm monitoring services for all existing City-owned fire and security systems. The goal is to ensure the safety and security of municipal facilities through reliable monitoring and maintenance services. The selected contractor will also perform maintenance, routine repair services, and installation services as needed.

Work Details
The contractor will provide the following services:

1) 24-hour alarm monitoring through a U.L. listed customer service center;
2) Notification of police and fire departments upon receipt of alarm signals;
3) Reporting of any 'troubles' in the alarm systems during business hours;
4) Maintenance work to restore equipment to operation on a quick-fix basis;
5) Repair services including replacement parts to restore equipment functionality;
6) Installation and repair of various components including control sets, digital transmitters, heat sensors, smoke detectors, sirens, door/window contacts, CCTV cameras, and fire alarm systems.

Service fees will be based on time and materials with specific rates for regular hours and after-hours work.

Period of Performance
The contract will be effective for one year from the date of award, with options for two additional one-year renewals at the same prices. The City reserves the right to cancel the contract with a thirty-day written notice.

Place of Performance
Services will be performed at various City-owned locations throughout Beaumont, Texas as listed in Exhibit 1 of the solicitation.

Bidder Requirements
Bidders must have been in business under their current name for at least eighteen months. They must hold necessary licenses from the State Fire Marshall and Texas Board of Private Investigators. Bidders are required to submit proof of insurance within ten days after contract award and must comply with House Bill 1295 and House Bill 89 requirements regarding disclosures. Additionally, bidders must provide references from three businesses for whom they have provided similar services.
