NOTICE OF PUBLIC SOLICITATION ANNOUNCEMENT
AUSTIN COMMUNITY COLLEGE (ACC) DISTRICT is requesting proposal responses from interested or qualified firms for the purposes of selecting a respondent(s) to provide student information systems (SIS) software ecosystem for the following solicitation:
Competitive Sealed Proposal (CSP) No. 209-25-255-00-M-AB-CSP
All proposal responses must be submitted to the Procure to Pay (P2P) Department by no later than on Friday, September 5, 2025, by 12:00 p.m. Central Standard Time (CST). See solicitation for details.

Background
Austin Community College (ACC) District is a public community college system serving the Austin, Texas metropolitan area and surrounding Central Texas communities. Founded in 1972, ACC is one of the largest community college systems in Texas and the United States, serving approximately 70,000 students annually. The college is seeking proposals for a student information system (SIS) software ecosystem to replace its current SIS with a modern, cloud-based platform that consolidates and streamlines its SIS ecosystem while ensuring all required functionality is delivered through a unified platform.
Work Details
The contract involves providing a comprehensive student information system (SIS) software ecosystem and associated implementation services. Key requirements include:
- The SIS must be a Software as a Service (SAAS) ecosystem that meets ACC's technical criteria.
- It must deliver functionality across various areas including Admissions & Enrollment, Advising, Adult Education, Continuing Education, Curriculum Management, Distance Learning, Faculty, Financial Aid, Texas Success Initiative (TSI), High School Programs, International Programs, Student Accessibility Services (SAS), Student Advocacy Center (SAC), and State Reporting.
- The system must be scalable to accommodate future growth in student population and new academic programs.
- Compliance with federal, state, and local regulations is essential.
- Proposals should include bids for both the SIS ecosystem and implementation services. Vendors may submit proposals with up to three implementation partners if they do not provide implementation services themselves. The proposed SIS software ecosystem should aim to have most functionality live by the Fall semester of 2027.
Period of Performance
The anticipated contract start date is November 10, 2025. The timeline includes various milestones such as proposal submission by September 5, 2025; in-person presentations on September 22-25, 2025; and Board of Trustees approval on October 6, 2025.
Place of Performance
The contract will be performed at Austin Community College District locations in Austin, Texas.
Bidder Requirements
Respondents must demonstrate compliance with the Texas Risk and Authorization Management Program (TX-RAMP) requirements and provide documentation confirming their TX-RAMP certification. Additionally, they must have Level 2 Certification from DIR and SOC2 Compliance. Insurance requirements include general liability insurance with specified limits and proof of Workers’ Compensation Insurance. Respondents are encouraged to maximize participation of Small Local Business Enterprises (SLBEs) in their proposals.
