The Texas A&M University System ( A&M System ) Board of Regents is soliciting proposals for selection of a company (also referred to as Respondent or PROVIDER ) to enter into an agreement to provide a review of the current aircraft fleet regarding usage, costs and future needs of the A&M System with recommendations.

Background
The Texas A&M University System (A&M System) Board of Regents is seeking proposals from qualified companies to conduct a comprehensive review of its current aircraft fleet. The review will focus on usage, costs, and future needs, ultimately providing recommendations to inform decision-making.

The A&M System is one of the largest higher education systems in the U.S., with a budget of $7.3 billion and over 165,000 students across its 11 universities and various state agencies.

Work Details
The selected provider will perform a detailed analysis of the A&M System's aircraft fleet, which includes one Citation XLS and two Beechcraft KingAir 200 aircraft. The review should encompass:
1. Comprehensive assessment of current usage patterns.
2. Financial analysis regarding operational costs.
3. Evaluation of future needs based on projected demand.
4. Recommendations for optimizing fleet operations.
5. Deliverables at the end of each phase of the project, including documentation supporting conclusions and recommendations.

Period of Performance
The contract is expected to commence upon execution and will have an estimated timeline of one to two months for completion of the review, with potential for extension if additional tasks arise.

Place of Performance
The services will be performed primarily at the Texas A&M University System facilities, with possible travel required to assess aircraft operations.

Bidder Requirements
Respondents must demonstrate experience in aviation economics and operational efficiencies. They are required to submit a HUB Subcontracting Plan indicating efforts to include Historically Underutilized Businesses (HUBs), with a participation goal of 11%. Additionally, respondents must provide evidence of financial stability and relevant qualifications as outlined in the RFP.
